This sounds like a known bug in emacs 19.25, triggered by any of the standard-display-xxx routines including standard-display-european and standard-display-8bit. A fix was posted to gnu.emacs.bug(s?). I'm afraid I passed it on to our systems people and didn't save a copy. Another bug which you should check for is whether suspend-emacs suspends it or kills it. There's also a patch available for this.
