Time in djgpp is a funny thing.  Mostly, the problem is that the PC
keeps track of local time, and has no concept of timezones.  Unix, on
the other hand, keeps track of time relative to GMT.  Unless you set
TZ *just right*, it just doesn't work out the way you expect.
