Thanks to all who responded to my mail about the ARJ archiver (bp AT TSO DOT UC DOT EDU,
curnutt AT Stoner DOT COM, peprbv AT cfa0 DOT harvard DOT edu).

At src.doc.ic.ac.uk  in /packages/ibmpc/simtel/archiver can be found 
unarj241.zip (sources that can be built on Unix) and arj241a.exe.
