Thanks for all. Some of you claimed that I should use TEX instead of LATEX. I thought LATEX is built over TEX. It is just some macros, so any TEX file can be processed by LATEX but the other way around won't work. I think what I am missing is the file: texinfo.tex This file does not come with the document as you can see from the manifest file of the document.
