Perhaps the djgpp mailing list could be split into 3 lists: djgpp-bugs, djgpp-help, djgpp-misc (and possibly a fourth, djgpp-help-newuser) in addition to the existing djgpp-announce, then each mailing list could be two-way linked to the corresponding newsgroup (so that each reflects the other). If you have mailing lists and newsgroups which are not linked I expect that a lot of stuff will get posted to both, but not everything will so if I want to see everything I have to read the newsgroup and the mailing list and put up with duplicate postings (which, in the case of the mailing list, I am paying quite a bit for).
