In case others have the same problem, here is the solution.... Increase the environment space! I had /e:1024 in the shell command, but that wasn't enough with the other packages I have already using up a bunch of e-space. I increased it to 2048 and solved my problems. The reason I didn't know anything was wrong was with the call to setdgjgpp in my autoexec.bat file, I never saw the error messages telling me I was out of environment space. (setdjgpp is where most djgpp environment variables are set up). As a result my C_INCLUDE_PATH and INFO_PATH were not set and causing me no end of grief.
