COPYING.DJ exists in *all* the .zip files (docs/djgpp/copying.dj).
The policy boils down to this:

* You can distribute anything in djeoe111.zip (go32, stubedit, etc) as long as
you (1) don't change them, and (2) tell the customers how to get djgpp.

* If you modify the code, you must comply with the GPL.
