You can get this from omnigate.clarkson.edu (128.153.4.2) in /pub/msdos/djgpp/faq. But it's only 7500 bytes or so---complaints about it are historically rampant. I think it's also in the file DJDOC.ZIP, which also includes man pages and TeX versions of the FSF documentation for GCC. People seem to think this is opaque, although it's pretty voluminous. If you're not TeX able, there are PostScript versions around somewhere, but I couldn't find them on omnigate. Maybe at ftp.math.niu.edu (dunno.the.IP.sorry). A better strategy (if you can afford the bandwidth, it's about 8MB) is to get the mailing list archives from sun.soe.clarkson.edu (128.153.12.3), in /pub/msdos/djgpp/djgpp-old. (They used to keep them in partitioned form by versions at ftp.math.niu.edu, but they stopped updating at about v. 1.08, so that's pretty dated now. Although I haven't checked it recently.)
