Look into the GNU RCS archive, available from the usual sites (there is also
a GNUISH port of this program on simtel20). It contains documentation written
for the ms macro package which also uses (I think) eqn, pic and other things.
Having finished your groff port, could you please send an announcement to
this list saying where it can be found? Thanks,
