That is the big zipped file you saw. (2) ftp.math.niu.edu keeps mirrors of the Clarkson stuff, as well as the program files. However, I believe mailing list archive is just a copy of the Clarkson zip-file. No, I finally got through to Higgins's box, and he keeps text *and* compress'd (.Z) versions of djgpp.pre108 and by month up to djgpp.9209. So, it's not terribly up-to-date. (3) SIMTEL20 keeps the djgpp program files, these are up-to-date because I believe that Clarkson is automatically propagated to SIMTEL20 and thence to WUARCHIVE.wustl.edu.
