Not AFAIK.  It's a job of the configure script to find out the switches 
and libraries required to build an NLS-enabled binary.  If it doesn't, 
that might be a bug in the configure script.  (It doesn't surprise me to 
hear about such bugs, since no one is serious about NLS support in GDB as 
of now.)
