http://www.rpm.org/ is rpm's home page. The HOWTO is probably the best
place to start. I think there will probably have to be some extra install
options to enable/disable execution of scripts on install, etc., but I
plan to make zippo's parameters as close to rpm's as possible. I'll be
able to tell you more when I actually start coding proper.
