Please consider replacing the files in the zoneinfo directory (both
code and data files) with the latest versions from
ftp://elsie.nci.nih.gov/pub/.  Note that the code is slightly hacked
to work in the DJGPP environment, so you will need to retrofit the
hacks into the new code.
