There may not be such a thing.  DOS is a single-tasking system, which
doesn't lend itself well to being used as a server of any kind.  It
also doesn't offer anywhere near enough security to make servers
reasonably safe to use.

That said, IIRC the ancient NCSA telnet and/or ftp programs for DOS do
indeed offer to work as servers, too, while they're running.  I.e. you
would ran ftp (which is usually the client) and tell it to act as a
server for a while.
