The script that automatically generates setup.ini from all the setup.hint files on sources.redhat.com. http://sources.redhat.com/ml/cygwin-apps/2002-02/msg00028.html The contributing packages only says "Note that setup.ini is automatically generated.". But the full process has been discussed on this list.
