No. Setup will always contain relative URL's in setup.ini, and thus setup.hint. Don't debate this - think about how mirroring works instead. End users can use multiple mirror sites and setup will retrieve packages only from the sites that have them though - so if you want to add packages into the userlist, just create a setup.ini and publish the URL to that for folk to use.
