Sure.  It's free software.  There was one attempt to create a
distribution with a snapshot and other updated packages.  Cygwin
Mahogany?  I can't remember.  It had some kind of wood motif.

You could, also, of course, create your own setup.exe fork and do
whatever you want with apt.  Hopefully you won't do this.  :-)
