No, they are not at all equivalent. To the FAT filesystem they are just
another file. They contain the filename of the file they are "shortcuts"
to, but it's up to Explorer to interpret them and act appropriately (which
it does sometimes). IMHO they are an ugly hack. However, it may be
possible to make use of the shortcut files transparent with DJGPP's libc,
in order to simulate symlinks.
